This paper examines 374 domestic newspaper editorials(1990-2007) in order to investigate factors associated with policy failure. This paper, relying on content analysis, categorizes policy failure in terms of policy formulation, policy implementation, and policy learning. This papers also explores policy failure in terms of policy areas, divided(unified) government, and policy term. Compared to other policy areas, education policy involves more failures of policy formulation; social policy does more failures of policy implementation. Divided government induces more failures of policy formulation, while unified government is more likely to involve implementation failures. Roh Moohyun Government experiences more failures of policy formulation than Kim Daejung``s. Further research needs to consider additional analysis of other policy failures cases but also successful ones.

This study criticizes the expanding gap in financial burden of local governments resulted by fixed proportional subsidy of national government in social welfare and suggests 4 kinds of alternatives to make better application of national graded subsidy system which newly was introduced on national cost-of-living allowance and childcare-supporting service in 2008 to reduce the gap. Alternative Ⅰ is to apply graded subsidy on the level of regional-wide local government instead of the level of city, county and district. Alternative Ⅱ is to apply separately Ⅲ groups of city, county and district instead of an integrated group. Alternative Ⅲ is to apply the amounts of social services budget per resident as the measurement of social welfare demand instead of the ratio of social service budget with total budget. Alternative Ⅳ is to apply financial capacity index or financial self-supporting index as the measurement of financial capability instead of financial independence index. Hereafter graded subsidy depends on financial capability of local government should be legislated by on the level of law which regulates the objects and sphere of its application.

The purpose of the present study is to suggest a maintenance method of a reasonable Patriots & Veterans`` medical system by investigating feasibility about an arbitrary joining system of national health insurance of the national Patriots & Veterans, while focusing on reduced treatment adequacy of the Veterans Hospital for bereaved families, etc. For this, the present study analyzed the present Patriots & Veterans`` medical system, investigated overseas cases, etc. and analyzed connection situation, etc. between the Patriots & Veterans`` medical system and the national health insurance system. At present, the national Patriots & Veterans`` medical system includes all diseases as a treatment object of government expenses regardless of wounds, and medical service provides treatment mainly, but moving treatment or home nursing service and home-stay welfare service partially. Also, as some national Patriots & Veterans receiving medical benefits at government expense are regulated as an arbitrary member, there are people among them, who are not joined to the national health insurance. This means that they may fall into a dead zone because they cannot get the benefits when they get to need long-term medical care for elders. Also, complaints about use increase of the Veterans hospital of people having no direct physical sacrifice such as bereaved families, etc. as well as a reduction ratio of different bereaved families from each other have been claimed, and increase of financial burden, degradation of Patriots & Veterans`` medical specialty and degradation of medical service quality have been caused due to increase of medical treatment objects at government expense with various diseases regardless of wounds. Accordingly, as expansion of Patriots & Veterans`` medical objects can be connected to waste of unnecessary budget at the present time that is sufficiently equipped with a medical system for general people, the national health insurance system should be utilized for the portion that the national health insurance can be used, and it should transferred to the Patriots & Veterans`` medical system putting physical sacrifice as a top priority. Especially, a method that can gradually transfer support for bereaved families to the national health insurance system should be investigated by considering relations with a victim(supporting relations), present living situation and duplication with other social security system, etc. For this, first, a criterion about a range of bereaved families should be newly prepared. Second, the support system is changed to the support for people below a fixed criterion by setting a property criterion of the bereaved families like overseas cases. Third, uniform execution of a self-paying system of the national Patriots & Veterans, such as a fixed amount system or a fixed rate system can be considered.

This study is to explore associated factors that affect life satisfaction of poor disabled persons. Preceding studies have been reviewed and 1,723 poor disabled persons over twenty years old, who live at home in Gwang-ju, have participated in the survey. The results of this study are as follows. Fist, overall life satisfaction of poor disabled persons differ slightly along disability types or disability levels. For instance, the higher disability levels, the higher satisfaction of leisure life. Second, life satisfaction level of poor disabled persons yielded satisfaction of family relation, satisfaction of the company he keeps, satisfaction of leisure life, satisfaction of life place, satisfaction of present life, satisfaction of health, and more in other areas. Third, the factors influencing of life satisfaction counted age, education level, existence of spouse, discrimination experience level, convenience level of home construction, gong out frequency, IADL, benefit level of disability registration, satisfaction level of disability welfare policies. especially, satisfaction level of disability welfare policies and convenience level of home construction as policy factor and social factor showed important factor variables to influence life satisfaction of poor disabled persons.

This study aims to apply and test the Community Assessment Toolkit(CAT) as a method of the assessment of Community of Practice(CoP) to Korean Local Government. This assessment method is unique in that it provides feedback on the overall performance of CoPs on the individual, group and organizational levels. This study tested the construction validity of CAT, and applied to six CoPs in C Local Government. The results show that first, CoP members focus on knowledge sharing, not individual effects. Second, CoP members are usually satisfied with CoP Coordinator``s activities, but still expect the CoP``s climates to be improved in the close contact with outside-professionals and adjusting activities on the cyberspace. Third, the attention and durability of CEO``s support are lower than those of CoP manager. This result suggests that CoP members want to play positive roles in the aspects of CEO``s attitude and support to CoPs. Fourth, CoP members are more interested in human-oriented communication tools, such as face-to-face dialogues, than in IT-oriented ones. Fifth, CoP members recognize CoPs`` performances in the individual, group and organizational levels, except cost cutting effects of the organization. This proves that CoP performances are not connected directly with the interest of the organization yet. The success of Knowledge Management in the case of C Local Government depends on the CoP``s effective performances. Therefore, CoP members`` sustaining open attitudes, CoPs`` goals connecting organizational strategies, expanding human-oriented communication tools, supporting CoPs`` good learning climates, and operating CoP Council can be proposed on the basis of the results of this study. Considering these proposals positively, the managers should stimulate CoP activities, and try to use the results effectively in order to solve various problems and innovate the organization.

This paper presents whistleblowers`` health problems resulting from disclosing wrongdoings observed within their own organizations and their responding attitudes towards these health problems. Two research questions were asked: what do whistleblowers experience in relation to their health after blowing the whistle? And how do they respond to it? The study employed grounded theory to capture information needed to explicate the process of whistleblowers`` injuries to health as well as interactions between health insecurity and whistleblowers`` responding attitudes towards it. To collect data, the study used semi-structured interview methods. In the process of collecting the data, the authors followed the procedures that grounded theory suggests, including identifying categories, coding "mentions" of each interviewee into categories, and interpreting the properties and dimensions of the categories, the relationships among them, and the contexts under which they are connected. Lastly, the major findings including a fact that social support, communication, and empathy are important for preventing whistleblowers`` health problems were discussed and their implications also suggested. The study hopes to make a contribution to expand the body of knowledge on whistleblowers`` experiences related to health problems.

This study focuses on finding out some conflicting and cooperating factors between government and NGOs. The methodology of this article is to build a hypothesis on conflicting and cooperating factors between government and NGOs, and then try to verify the validity of the hypothesis through the analysis of a case of ``Conflict on Selecting the Route of Chooncheon-Yangyang Express Way``. The results of the analysis show that suggested factors in the hypothesis have considerable validity, but the degree of explanation of each factor is different. Conflicting factors such as ``lack of participation of stakeholders during the policy decision process``, ``lack of information notification``, ``cognitive mismatch in goals and means between government and NGOs`` are playing as direct causes of conflict, and explaining conflicting factors as well. Cooperating factors such as ``recognition of interdependence``, ``construction and operation of formal and informal consultation organization``, ``flexibility of position and attitude`` are essential factors needed to build cooperative relationship between government and NGO.

This paper analyzes the limitations of the public service studies with exploring the articles of two domestic, Korean Review of Public Administration, Korean Journal of Public Policy, and two foreign journals, PAR, and JPART, during the 1995-2008 period. Based on the analysis, this paper suggests several implications for the study of public services. The distinctive features of public service studies are investigated with the criteria of the attributes, methods, topics and research areas for the analysis. Further, this paper searches for the direction that Korean academics of public administration should pursue, with observing the research trends of 1990s and 2000s as well as of Korea and America. We conclude that Korean public service studies have been quantitatively advanced for a certainty, from the views of the heightened number of journal papers and widened research area. Qualitatively, however, the studies have been severely restricted to the empirical examinations, and theoretical development has been totally disregarded. To make up the failings, it is necessary for Korean Association of Public Administration to have one eye on the theoretical developments, not only on empirical investigation. Moreover, the effort may make for positive effects for other public administration journals to clarify their own identities.

This study evaluated the effectiveness of the local government evaluation systematic operation. For this evaluation, the data about program services provided by local government(in Kyunggi-do) official survey. For this assessment, survey data about the program making method, program progress process, program service quality, objective attainment, which was conducted by local government in Kyunggi-do. In the result, a program making method and program progress process evaluation are well operated. But program service evaluation and objective attainment evaluation the operation was not going well. Finally, it discussed the effort is necessary of local government for evaluation system improvement.

This is an exploratory study to find out factors that affect local councillor``s pay. For this purpose, this study collects and analyzes three years data of local council members`` pay (municipal as well as regional government). Four variables are set for the analysis: demographic, financial, political, and performance related variables. The research results show that financial independence was the only factor that consistently affects local politician``s pay, regardless of government level. In case of demographic variable, area was statistically significant in explaining pay level in 2007, and 2009 at municipal government. For political variable, councillor``s pay is affected by natures of majority party in local council. In case of performance variable, the study shows that productivity and pay are negatively correlated, which is surprising to the researchers. In sum, it seems that pay is determined by simple structure. Future research needs to explore the reasons.

The purpose of this study is to explore an improvement of management quality in Local Government``s Enterprise(LGE) throughout adapting benchmarking technique. On going this paper for achieving the purpose described about following concepts in literature review. The first defined about the conception of the Management Quality based on quality management or TQM. The second described about what is benchmarking and relationship between benchmarking and management quality. The third overviewed the status quo of LGE based at the end in 2008. Benchmarking throughout literature review found facts that is able to role as an tool or technique of management quality improvement. Also there were suggestions about a usable method for improving the management quality of LGE.

The number of bills introduced in the National Assembly had increased sharply during the 17th Assembly, with an improvement in their quality as well. In spite of the newly-developed CEB (Cost Estimation on the Bills) that was brought into the circular, there have been only a rare amount related studies. This paper has its objective in analyzing how the CEB is applied to the process of review and examination of the bills proposed in the Assembly Committee(Political Affair Committee). According to the analysis, the frequency of the actual use of CEB was found less than expected while the number of cases of attaching the assessment to budget-related bills was augmented. Such a result is relevant to the quality of CEB, our system which asks the introducer(or agency) of the bill to complete CEB work prior to the review and the lack of link CEB with other system. To lift up the extent to the application of CEB, 1) minimize the case without the attachment of CEB, 2) introduce the CEB in the middle of the review responding the modification of the bills, 3) link the CEB to the related institution as like baseline projection and scorekeeping.

This study set out with the objective to analyze a change in it``s functions based of the environment changes in the National Museum of Korea, and suggests the methods to reframe that. The environmental changes of the organization is primarily caused by a movement of the organization at 2005 year to Yongsan. In this study, the practical methods such as survey research and interview are used in order to explore the problems of the current functions on keeping abreast with the changes and determine the priority to intensify professional functions in the National Museum of Korea. In general, the findings are that most functions on A area(the most priority functions) of analyzing framework include several educational functions and research functional. Finally, they should strive to maximize of educational functions, research functions, public relation functions, and marketing functions. Moreover, they should establish the organic relationships among functions and tasks as a short term suggestion in order to improve the quality of tasks.
